Skills: Change Manager – managing prime and subcontract, and internal, change requests. Looking for a PMO experienced change manager, who is technically, commercially and financially astute who can influence others within the team and within major suppliers to develop change request responses within tight timescales, and to project manage the change process to deliver responses and take through internal governance on time, on quality. This essentially a large IT programme with a PMO of 22 staff. The value of changes are often £millions or tens of millions. You must have PMO experience with experience managing prime and subcontract, and internal, change requests. The purpose of the role is to avoid and/or minimise the use of Contingency as a funding source of Change. The role coordinates Prime, Internal and Subcontractor Changes through the change process, from identification, through review, detailed technical and commercial assessment and responses, to internal approval and, where relevant, customer or supplier acceptance. Must have:

  • Recent successful lead role in evaluating and managing internal and external change
  • Understanding and experience of Change processes on a large dynamic IT programme
  • Experience of developing and delivering mitigation of risks
  • Experience of managing design and costings and approvals
  • Evidence of improving the economic return of programmes through Change and Risk mitigation
  • Technically, commercially and financially astute
  • Excellent communicator at all levels both written and verbal
  • Excellent management qualities and behaviour
  • Ability to challenge norms and establish new best practice
  • Ability to work under pressure and meet deadlines
  • Ability to work with minimal supervision
  • Security cleared, or able to be cleared

 

Role is to be as part of a PMO team responsible for prime, sub and internal Changes, including:

  1. Managing the process through which all requests to change the baseline scope of a project or programme are captured, evaluated and then approved, rejected or deferred.
  2. Chairing Change Boards (sub-board of Programme Board) to coordinate responses, review and approve Changes for Programme Board ratification and to review and Resolve Trends
  3. Identifying Change for which should be compensated and orchestrating Change Requests to address
  4. Developing Change documentation in support of the Contract Change Manager and Client Director to develop customer facing Change Requests and Projects. This involves coordinating across the programme team to deliver design and costings, drafting responses and pricing and gaining approvals for on-time delivery of quality responses to customers
  5. Maintain a Change Log to keep a summary of all change requests and whether they were authorised or not and an audit trail of requested changes and their history. Manage with the support of formal Documentation Control.
  6. Managing Internal Change and Subcontractor Change Process deliverables
  7. Handover of approved Change into programme delivery
  8. Identifying, quantifying, mitigating Trends and managing Trends from Unresolved to Resolved. Converting costed mitigation actions to internal CRs
